Manually update pre-commit hook for gersemi

This PR updates gersemi pre-commit hook to new repository.

Gersemi moved their pre-commit hooks to a separate repository gersemi-pre-commit starting with version 0.27.1. The main gersemirepository no longer contains .pre-commit-hooks.yaml, which was causing pre-commit autoupdate to fail.

This change allows pre-commit autoupdate to run successfully.
